Last year the neighborhood government approved 2 million dollars worth of heating and A/C updates to the high university, middle university, and Elementary School.
The swings were actually necessary.
All various buildings were built in the 1960s. They did not have central air conditioning. Each 1 of the classrooms had a window unit. The heating system barely worked well and did not provide enough warm air to maintain a comfortable indoor atmosphere. The neighborhood council unanimously voted for the heating and A/C swings. The next step in the process included the neighborhood hall manager. She was in charge of finding a commercial repair company to make all of the swings within the budget allotted. I worked with the neighborhood hall manager on that. Every one of us looked at various Heating, Ventilation and A/C companies for the job. I proposed the 1s that I thought would provide the best maintenance at the most affordable and adequate rate. I was surprised when the neighborhood hall manager decided to option a company that was not on the list. I was in no place to argue with her decision. She told me that she had a personal relationship with the heating and A/C company and they were going to provide her a chop to help out the city. All of that turned out to be a lie. Eight weeks after the swings were made, the people I was with and I found out that the neighborhood hall manager embezzled 1.5 million dollars and only made minor swings on the universitys Heating, Ventilation and A/C systems. The rest of the cash paid for a Corvette and a house for the neighborhood hall manager.
